Assam Ends 'Ethnic Militancy' with Armed Group Settlements.webp

Guwahati, March 15 The Assam government signed memoranda of settlement with three Kuki and one Hmar armed groups on Sunday, claiming that it brought an end to "ethnic militancy" in the state, according to an official statement.

The four groups had laid down their arms in 2012 in the presence of the then Union home minister and the chief minister, and signed the Suspension of Operations (SoO).

The Kuki groups that signed the agreements are the United Kukigam Defence Army (UKDA), the Kuki Revolutionary Army (KRA), and the Kuki Liberation Organisation (KLO)/ Kuki Liberation Army (KLA).

The Hmar Peoples' Convention-Democratic (HPC-D) also signed the final agreement with the government at a programme here.

Several rounds of tripartite talks were held, culminating in the agreements, the statement said.

The two agreements, one each with the Kuki and Hmar groups, envisage the formation of welfare and development councils for the Kuki and Hmar people, with headquarters in Guwahati.

The government also assured the armed groups of rehabilitating the cadre and providing financial compensation to the families of the militants killed during the insurgency.

"With these two agreements, ethnic militancy comes to an end in the state of Assam," the statement added.
