New Delhi, February 17 The Delhi government is preparing for the house listing and housing phase of the 2027 Census, which is scheduled to begin on April 15, next month. Over 40,000 employees will receive fieldwork training in the coming days, officials said on Tuesday.

The house listing and housing phase is expected to be completed by June, covering the entire national capital.

A senior officer in the revenue department said that the mapping of house listing blocks, comprising around 180-200 households, has started. After the complete mapping, each house listing block will be assigned an enumerator to gather information from people during the house listing exercise.

The training of master trainers has concluded. These master trainers will now train officials in the district in batches. After the training, the process for requisitioning census staff will begin, who will be deployed for house listing.

The planning department of the government has appointed 10 statistical officers as master trainers for this house listing exercise. These master trainers will subsequently train over 40,000 personnel from various departments who will be assigned to census-related tasks.

Further, in a gazette notification issued last week on behalf of the Lt Governor, the office of the Revenue Secretary cum Division Commissioner republished the notification of the Ministry of Home Affairs (Office of the Registrar General of India) dated January 22.

The MHA notification listed 33 questions to be asked by the Census officers during the house listing and housing phase of the Census exercise.

The questions to be asked during the house listing phase will include the building number, census house number, predominant materials used in the floor, wall, and roof of the house, the use and condition of the house, the total number of persons in the household, and the name of the head of household.

Other questions to be asked will include the ownership of the house, the number of dwelling rooms, the main source of drinking water, the main source of lighting, access to toilet and bathroom, fuel used for cooking, the use of radio, television, computer, laptop, bicycle, car, jeep, van, the main cereal consumed, and the use of a mobile number.

The entire house listing and housing exercise will be conducted digitally, with enumerators recording data using a mobile app specifically designed for this purpose, officials said.

A pre-test for the 2027 Census House Listing and Housing phase was conducted in South Delhi in October 2025 to assess the digital processes, evaluate test questions related to house listings, and examine housing conditions.

The entire 2027 Census exercise will be undertaken in two phases. The house listing and housing phase will be followed by population enumeration in February 2027, encompassing the collection of demographic and socio-economic data, including caste.
