Today, Union Home Minister Amit Shah officially launched four digital tools and formally unveiled the mascots, Pragati and Vikas, which symbolize women and men for the 2027 Census in New Delhi. The tools include the House Listing Block Creator Web Application, the HLO Mobile Application, the Self-Enumeration Portal, and the Census Management and Monitoring System Portal. The Ministry of Home Affairs stated that the Centre for Development of Advanced Computing has developed advanced digital platforms to facilitate enumeration operations across the country.

The Central Government formally announced its intention to conduct the 2027 Census through a Gazette Notification on June 16th last year, officially commencing the Census process. The Ministry stated that the 2027 Census will be conducted in two phases, and it is the largest census exercise in the world. It highlighted that for the first time, the Census will be conducted digitally, and the option of Self-Enumeration will be available. Under the 2027 Census, data will be collected using secure mobile applications by going door-to-door, and complete coverage will be ensured. The Ministry stated that for this, more than 30 lakh enumerators, supervisors, and other Census officials will be engaged across the country.

The mascots of the 2027 Census symbolize the equal participation of women and men in fulfilling the resolve to make India a developed nation by 2047.
