Chief Secretary Atal Dulloo chaired a high-level meeting to review the performance of Mission YUVA at the district level, assessing progress on key parameters aimed at promoting entrepreneurship and employment generation among the youth of Jammu and Kashmir.

During the meeting, the Chief Secretary reviewed the awareness initiatives under Udyam Jagriti 4.0, the establishment of institutional mechanisms such as Project Management Units, Small Business Development Units (SBDUs), and Business Help Desks (BHDs), as well as progress in application processing, loan sanctioning, and enterprise incubation.

Atal Dulloo directed Deputy Commissioners to expedite the completion of the institutional framework in their districts and ensure that SBDUs and BHDs become fully functional as soon as possible. He also emphasized the need to intensify awareness programs in colleges and among Self Help Groups so that aspiring entrepreneurs receive mentoring and support.

Reviewing the financial support under the mission, he noted that banks have sanctioned loans worth approximately ₹1,200 crore, of which nearly ₹964 crore has been disbursed. He urged banks to maintain a steady pace of 150-200 loan disbursements daily to clear pending cases and achieve annual targets.

Officials informed that the Udyam Jagriti 4.0 campaign has reached approximately 95 percent of Panchayats, reaching over 2.5 lakh individuals, including students and women associated with SHGs. The Mission YUVA mobile application has also recorded more than 2.2 lakh downloads.

As of March 6, the mission has registered 1.83 lakh applicants, with over 15,000 loans disbursed, leading to the establishment of 3,187 enterprises, while more ventures are currently under implementation.

The Chief Secretary emphasized that Mission YUVA is a transformative initiative aimed at building a vibrant start-up ecosystem and generating sustainable employment opportunities for the youth of Jammu and Kashmir.
