The Government of India has informed the Rajya Sabha that funds have been released and utilized under the National Programme for Dairy Development (NPDD) to strengthen dairy infrastructure and cooperative networks in Jammu and Kashmir over the past two years.

According to data shared by Union Minister Rajiv Ranjan Singh (Lalan Singh), ₹24.31 crore was released during 2023–24, bringing the total available funds to ₹57.40 crore, of which ₹37.77 crore was utilized. In 2024–25, no additional funds were released, while ₹18.23 crore was utilized from the available ₹19.63 crore.

Responding to a query by MP Sat Paul Sharma, the minister stated that a robust monitoring mechanism is in place at both central and state levels to ensure proper utilization of funds.

At the central level, the Central Project Steering Committee and Project Sanctioning Committee, chaired by the Union Secretary of the Department of Animal Husbandry and Dairying, oversee project approvals and review progress. At the state level, Technical Management Committees headed by senior officials monitor implementation and recommend new projects.

The minister added that regular national and regional review meetings, along with independent monitoring, ensure transparency and effective on-the-ground execution of projects, thereby accelerating dairy development in Jammu and Kashmir and across the country.
