New Delhi, March 19 The Delhi government has classified 'digital printing on flex/vinyl/PVC' as a Green Category activity, to promote ease of doing business while also maintaining environmental safeguards, officials said on Thursday.

'Green Category activities/industries' are low-polluting and have a pollution index within the limit as prescribed by the Central Pollution Control Board (CPCB), they said.

The decision aligns the Delhi Pollution Control Committee (DPCC) categorization with the CPCB's guidelines, enabling faster approvals for enterprises in the printing sector.

Announcing the update, Delhi Environment and Industries Minister Manjinder Singh Sirsa said, "This is another significant step towards EoDB after we relaxed the consent to operate timeline for Green Category industries last year."

The move will help entrepreneurs in Delhi’s vibrant printing sector, and aligning with CPCB’s scientific categorization fosters responsible growth without compromising the fight against pollution.

Sirsa further emphasised that the current state government "has adopted a balanced, data-driven strategy, rationalizing categories to reward low-risk, non-polluting industries."

"Digital printing on flex, vinyl, and PVC joins over 125 such Green sectors, including apparel, aluminium products, ayurvedic units, furniture, packaging, optical goods, toys, and cold storage," he added.

These businesses, often powered by MSMEs (micro, small and medium enterprises), will benefit from the reforms, he said.

Officials said units under the Green Category will benefit from a significantly reduced Consent to Operate (CTO) timeline.

The government relaxed the 120-day timeline to 20 days last July, and now, applications are deemed approved if no decision comes in time without any extra paperwork.
