New Delhi, April 8 The Delhi government is preparing a standard operating procedure (SOP) to ensure the prompt and regularisation of 1,521 unauthorized colonies in the national capital through district-wise cells headed by additional district magistrates (ADMs), officials said on Wednesday.

The Centre announced a new policy on Tuesday to regularise properties based on "as is where is" eligibility criteria in the unauthorized colonies, with approvals from Delhi government agencies.

The entire process of regularisation will be online and will involve the revenue department and the Municipal Corporation of Delhi (MCD). Earlier, the Delhi Development Authority (DDA) used to issue conveyance deeds (for government land) or authorisation slips (for private land) to properties in these colonies, said Delhi government officials.

Under the new policy, the revenue department will issue conveyance deeds and authorisation slips based on which the MCD will issue regularisation certificates to the properties.

Property owners using the regularisation certificates will be able to register their properties with revenue department sub-registrars through the National Generic Document Registration System (NGDRS) portal, they said.

Applications for ownership rights and regularisation certificates will be submitted at the SWAGAM portal of MCD from April 24. The DDA issued around 40,000 conveyance deeds earlier.

The remaining property owners out of a total estimated 10 lakh in unauthorized colonies, will be required to apply on the SWAGAM portal that will direct them to the PM-UDAY portal for getting the conveyance deeds and authorisation slips, if they do not have it already.

The ADMs at all 13 districts will serve as nodal officers for issuing these documents. Each district will have a dedicated staff of five to six employees to process the conveyance deed and authorisation slip applications received through the SWAGAM portal, they said.

All three portals -- SWAGAM, PM-UDAY and NGDRS -- will thus work as a coordinated online system for the regularisation of unauthorized colonies and registration of properties located there, the officials said.

A detailed SOP of the entire process for ownership rights of properties in Delhi has been readied and sent for approval of the competent authority, said a senior government officer.

Further, the MCD will undertake bi-monthly AI-based drone surveys of each of the 1,521 unauthorized colonies to ensure that no illegal constructions mushroom there after regularisation, he said.

There are over 1,700 unauthorized colonies in Delhi out of which 1,521 are being regularised under the new policy. Two hundred twenty unauthorized colonies will be excluded from regularisation as they are lying in protected areas like notified forests, ridge, Yamuna flood plains and monuments or they are affluent in nature.

Regularisation will apply to existing built-up structures on an "as-is where-is" basis. Absence of approved layout plans will not be a barrier to regularisation.

Earlier, the regularisation process was hampered due to various reasons such as the requirement of a layout plan and technical issues in procuring conveyance deeds and authorisation slips, the officials added.
