Chief Secretary Atal Dulloo today chaired a review meeting on the progress of the Digital India Land Records Modernisation Programme (DILRMP), SVAMITVA, ULPIN (Bhu-Aadhar), and NAKSHA initiatives in Jammu and Kashmir.

The meeting was attended by Additional Chief Secretary Shaleen Kabra, Secretary Revenue Kumar Rajeev Ranjan, Divisional Commissioners of Jammu and Kashmir, and Deputy Commissioners through video conferencing.

During the meeting, the Chief Secretary stated that these land digitization initiatives would bring a major transformation in governance and provide greater convenience to the public by resolving many land-related grievances.

Additional Chief Secretary Shaleen Kabra highlighted that the digitization of land records would enhance transparency, improve accessibility, and reduce disputes, while emphasizing the need for strict quality checks.

Secretary Revenue Kumar Rajeev Ranjan informed that 98 percent of Khasras have been digitized, 97 percent of villages have completed the first-level freezing, and over 20.56 lakh ULPIN numbers have been generated so far. He added that 7.28 crore revenue documents have been scanned and uploaded on the Land Records Information System.

The Chief Secretary directed officers to strictly follow rules, remove illegal mutations, and ensure timely completion of the remaining targets, while asking Divisional Commissioners to closely monitor progress at the district level.
