New Delhi, March 27 The Congress on Friday demanded the revocation of the Foreign Contribution (Regulation) Amendment Bill, alleging that it is being used to silence those who do not align with the BJP’s ideology, while calling it a “fascist move”.

“The Foreign Contribution (Regulation) Amendment (FCRA) Bill, 2026, is a grab-and-control operation.

“Under this regime, the FCRA has been weaponised to silence those who do not align with the BJP’s ideology, and to exert control over organizations that carry out extensive philanthropic work,” Congress general secretary in charge of organization, K C Venugopal, said in a post on X.

“We have seen the BJP use the FCRA to force its ideological rivals and organizations to conform, and this unconstitutional Bill is another step in that direction – where, if you do not act exactly as per Modi’s wishes, not only will you lose your license, but also your assets.

“This fascist move must be revoked immediately,” Venugopal said.

Introduced in the Lok Sabha by Minister of State for Home Affairs, Nityanand Rai, on Wednesday, the Foreign Contribution (Regulation) Amendment Bill, 2026, entails a comprehensive statutory framework for vesting, supervision, management, and disposal of foreign contributions and assets through a ‘designated authority’, including provisional and permanent vesting.

A bill brought by the government to amend the FCRA will significantly tighten its oversight of foreign-funded organizations, proposing the creation of a powerful new authority to seize and manage the assets of non-profits that lose their license.
