
Chandigarh, March 2 Haryana Chief Minister Nayab Singh Saini on Monday presented the budget for 2026-27 with an outlay of ₹2.23 lakh crore, including several initiatives, such as a new electricity distribution company for the agricultural sector, a ₹100 crore green climate resilience fund, and 20 per cent reservation for Agniveers in the state police force.
Saini also announced the establishment of 'Adarsh Pariksha Kendra' through a public-private partnership, an Anti-Terrorist Squad (ATS) led by a police officer of Inspector General rank, 'Wedding City' facilities in Gurugram, Kharkhoda, and Pinjore based on the "Wed in India" concept, and the modernization of Rajiv Gandhi Sports Complex in Daulatabad into the state's first 'Para Sports Stadium'.
Saini, wearing a saffron turban, stated that 5,000 suggestions were received, and these were incorporated into the budget.
Describing the state budget as the 12th budget of the "non-stop government," Saini said his government had fulfilled 60 out of 217 promises made in its party's poll manifesto.
The chief minister announced a capital expenditure of ₹28,205 crore for 2026-27, which represents 12.6 per cent of the total allocation.
During his over three-hour budget address, Saini said the World Bank had approved financial assistance of ₹2,716 crore for the 'Haryana Clean Air Project'.
He also announced a 20 per cent reservation in recruitment to various posts in Haryana Police for 'Agniveers' returning after service in the Indian Army.
Furthermore, Saini said special recruitment of 1,300 Agniveers in Haryana Police would also be undertaken next year.
"To strengthen the state's disaster preparedness, I propose the formation of the Haryana State Disaster Response Force comprising 1,149 personnel," he said, adding that maximum participation of Agniveers would be ensured in this force.
Saini also informed the House that the Indian government had recently strengthened MGNREGA by launching it as the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) (VBG RAM G).
"I have made a provision of ₹610 crore for 125 days of wage-based employment guarantee annually for every rural family in Haryana," he said.
Among the new proposals, the budget proposed the establishment of a 'Haryana Agri Discom' – a third power distribution company aimed at ensuring faster release of connections and reliable and uninterrupted electricity supply for farmers.
"This will serve all 5,084 agricultural feeders and 7.12 lakh agricultural consumers across Haryana. This initiative will ensure uninterrupted power supply to every farm and significantly accelerate services, from providing new tubewell connections to replacing faulty transformers," he said.
He noted that this initiative would prove to be a milestone in enhancing farmers' income.
The chief minister also proposed the establishment of the 'Haryana Green Climate Resilience Fund' with an initial provision of ₹100 crore, aligning with the goal of net-zero emissions by 2070.
This fund would accelerate investments in zero-emission vehicles, renewable energy, energy efficiency, water conservation, urban greening, climate-resilient agriculture, and nature-based solutions across the state.
Saini also proposed setting up 'Adarsh Pariksha Kendra' in every assembly constituency under a public-private partnership (PPP) model.
The first such Kendra would be established in Kurukshetra by December 25, 2026, he informed the House.
On the agricultural front, Saini said last year, under the "Mera Pani-Meri Virasat Yojana," his government provided an incentive of ₹8,000 per acre to farmers who gave up paddy cultivation.
"In 2026-27, I propose to provide an additional bonus of ₹2,000 per acre to such farmers who choose to cultivate pulses, oilseeds, and cotton in place of paddy," he said.
To promote indigenous cotton cultivation, Saini proposed increasing the incentive from ₹3,000 per acre to ₹4,000 per acre.
Saini said under the Sugarcane Technology Mission, the incentive of ₹3,000 per acre for adopting sugarcane planting in wide rows spaced four feet apart would be increased to ₹5,000 per acre.
He further said biomass power projects based on paddy straw, with capacities ranging from 9.9 MW to 25 MW and totalling 200 MW, would be established in 13 districts – Ambala, Fatehabad, Hisar, Jhajjar, Jind, Kaithal, Karnal, Kurukshetra, Panipat, Rohtak, Sirsa, Sonipat, and Yamunanagar.
In another new initiative, Saini proposed to set up one 'Wedding City' each at Gurugram and Kharkhoda by HSIIDC, and at Pinjore by the tourism department, furthering Prime Minister Narendra Modi's vision of "Wed in India."
These would function on the concept of 'Sagaai se Vidaai,' thereby promoting "Vocal for Local" and generating numerous new employment opportunities, he said.
On the police front, Saini announced the constitution of an Anti-Terrorist Squad (ATS) led by a police officer of Inspector General rank to effectively deal with and prevent terrorist activities.
"One ATS Police Station will be established in Gurugram and another in Panchkula. I propose an expenditure of ₹35.5 crore for this purpose. Provision will also be made for the inclusion of women commandos in the ATS," he said.
