
New Delhi, April 1 As many as 26 incidents of violence perpetrated by Maoists have been reported in the country as of March 15, resulting in the deaths of five civilians, one security force personnel, and 52 Naxals, the Rajya Sabha was informed on Wednesday.
In a written reply, Minister of State for Home Affairs Nityanand Rai said, "The number of Left Wing Extremist (LWE)-affected districts has gradually decreased from 126 in 2013 to two in March 2025. One district has been categorized as a 'District of Concern,' where violent activities of LWE have been brought under control, but a very small number of cadres are still present. These districts are on the verge of becoming free from LWE."
"Currently, 35 districts are categorized as 'Legacy & Thrust' districts, which are no longer affected by LWE, but support is required for these districts to consolidate their position and continue support for security and development measures for some time. Four districts in Bihar (Aurangabad, Gaya, Jamui, Lakhisarai) are categorized as Legacy & Thrust districts," he said.
He further stated that the violence perpetrated by LWE has decreased from a high of 1936 in 2010 by 88 per cent to 234 in 2025.
"The deaths of Civilians and Security Forces have also decreased from a high of 1005 in 2010 by 90 per cent to 100 in 2025. In 2025, security forces have neutralized 364 Naxals, arrested 1022, and facilitated 2337 surrenders. The number of Police Stations reporting LWE-related violence has significantly reduced from 465 Police Stations in 2010 to 119 Police Stations in 2025," Rai said.
The minister said that there has been a special focus on choking the finances of LWEs and uncovering the nexus between the CPI (Maoists) and its financial supporters. Coordinated actions are being taken by state police in cooperation with central agencies through various means to effectively address the choking of funds and other resources to LWE.
"Two Multi-Disciplinary Groups were formed in the Ministry of Home Affairs in 2016 to monitor the flow of funds to LWE cadres; one at the Centre level and another at the State level," he said.
