
April 03, New Delhi: Prime Minister Narendra Modi has welcomed the passage of the Jan Vishwas (Amendment of Provisions) Bill, 2026 in Parliament, calling it a major boost to ‘Ease of Living’ and ‘Ease of Doing Business’.
In a post on X, PM Modi said the Bill strengthens a trust-based governance framework that empowers citizens and marks the end of outdated rules and regulations.
He highlighted that the legislation will ensure speedy disposal of cases and reduce the burden of litigation through decriminalisation.
Key features of the Bill include:
Amendment of 784 provisions across 79 Central Acts covering 23 Ministries
Decriminalisation of 717 provisions, focusing on minor, technical and procedural defaults
Amendment of 67 provisions to improve ease of living, including changes to NDMC Act, 1994 and Motor Vehicles Act, 1988
Rationalisation of 1000+ offences by removing outdated and redundant provisions
Replacement of imprisonment with monetary penalties or warnings
Introduction of a graded penalty system, including warnings for first-time violations
Provision for Adjudicating Officers and Appellate Authorities for faster resolution
Shift towards a trust-based, proportionate regulatory framework
Based on extensive consultations; Select Committee held 49 sittings
Builds on the Jan Vishwas Act, 2023, expanding decriminalisation efforts
PM Modi also noted the consultative approach adopted in drafting the Bill and extended compliments to all stakeholders who contributed their insights and supported it in Parliament.
The Jan Vishwas (Amendment of Provisions) Bill, 2026 represents a major step towards modernizing India’s regulatory framework and aligning it with globally accepted principles of proportionate and risk-based regulation. The Bill is expected to contribute significantly to improving the ease of doing business and ease of living in the country.
