Jammu, March 11 Nearly 16,000 vehicles were seized in Jammu and Kashmir last year for violating traffic rules, even as the traffic department deployed multiple measures for better enforcement, IGP (Traffic) M Suleiman said on Wednesday.
Suleiman, who briefed Chief Secretary Atal Dulloo during a meeting, said that strict action is being taken against traffic violators across the Union territory, with 15,947 vehicles seized in 2025.
"So far in 2026, 786 vehicles have already been seized for serious violations", he said.
To strengthen enforcement, the traffic police have deployed modern traffic management equipment, including breath analysers, body-worn cameras, speed detection devices, reflective safety gear, traffic cones and LED traffic batons for field units, he said.
He said that additionally, 16 highway patrol vehicles and 19 interceptor vehicles have been deployed for enhanced patrolling and monitoring on national and state highways, enabling swift action against violations.
Further, 16 major accident hotspots have been identified across the UT, including locations in Jammu, Udhampur, Reasi and Srinagar districts.
Secretary Transport Avny Lavasa said that since June 2022, over 3,800 accidents have been reported in Jammu district alone, while around 1,500 accidents were recorded in Srinagar, highlighting the need for targeted interventions in high-risk corridors.
This information was shared during a review meeting of the Transport Department chaired by Chief Secretary Atal Dulloo.
During the meeting, the chief secretary reviewed the implementation of initiatives such as enforcement drives by the Motor Vehicles Department (MVD) and Traffic Police, the functioning of the Integrated Road Accident Database (iRAD) portal and the rollout of the Prime Minister's Road Accident Victims' Hospitalisation and Assured Treatment (PM Rahat) Scheme.
Dulloo directed all departments to ensure timely uploading and verification of accident data on the iRAD portal to facilitate accurate analysis and prompt corrective measures, particularly at identified black spots.
He also called for the strict implementation of the Supreme Court directions with mandatory reporting of major road accidents.
The Chief Secretary emphasised strict enforcement of the road safety policy and asked executing agencies to undertake necessary engineering measures on roads to minimise accidents.
Lavasa said that the Transport Department, in coordination with other agencies, has been undertaking detailed analysis of road accidents through the iRAD portal to identify accident hotspots and enable data-driven interventions.
She said the system digitally records accident data and supports scientific investigation of accidents, helping authorities take corrective measures to reduce fatalities.
The meeting also reviewed implementation of the PM Rahat Scheme, which provides cashless treatment to accident victims during the critical "golden hour" up to Rs 1.5 lakh per case.
Transport Commissioner Vishesh Paul Mahajan informed that all districts of the Union Territory have been onboarded under the scheme, and the necessary financial and digital infrastructure, including RBI and PFMS accounts, has been established. Live entry of accident cases under the scheme began on March 9, 2026.
Mahajan further said Rs 12.26 crore has been received under the Road Accident Victim Fund (RAVF), out of which Rs 11.53 crore has already been released to RTOs and ARTOs, while Rs 73 lakh remains available for further utilisation.
