Vemuru (Andhra Pradesh), April 9 Andhra Pradesh Chief Minister N Chandrababu Naidu announced on Thursday that the government aims to complete land resurvey 2.0 by March 2027 and distribute 1.12 crore pattadar passbooks across the state.

During the 'Mee Bhoomi Mee Hakku' (Your Land, Your Right) programme in Bapatla district, Chief Minister Naidu distributed pattadar passbooks and emphasized the government's commitment to transparency and secure land ownership for citizens across the state.

"We have set a target to complete Land Resurvey 2.0 by March 2027 and distribute 1.12 crore pattadar passbooks across the state," Naidu stated.

He added that over 21.2 lakh pattadar passbooks have already been distributed, with another nine lakh expected to be issued by July.

The Chief Minister stated that over 1.5 lakh passbooks were issued this month, with nearly 80 lakh more remaining to be distributed across the state.

He mentioned that pattadar passbooks are being issued with advanced security features to prevent tampering and ensure complete protection of land ownership records.

Naidu said that e-KYC and Aadhaar linkage are being used to strengthen records, ensuring authenticity, transparency, and accountability in land ownership documentation statewide.

He added that blockchain technology is being used to secure land records, making it impossible to alter or manipulate ownership details in the system.

The Chief Minister said that QR codes are printed on passbooks, enabling easy access to land details, while digital locking ensures transactions occur only with owner authentication.

The TDP-led NDA government promised welfare, development, and good governance, and is moving forward accordingly, he added.

Naidu said the programme aims to provide permanent solutions to land issues while ensuring rightful ownership and legal security for citizens statewide.

He alleged that the previous YSRCP government severely damaged governance systems, creating administrative inefficiencies and widespread "irregularities" in land records.

Naidu claimed that the previous regime "weakened the state beyond the impact of bifurcation", leading to investor flight, administrative collapse, and increased disputes over land ownership rights.

He said that when the NDA coalition assumed office, infrastructure and governance systems were in disarray, with poor road conditions and revenue mechanisms requiring extensive restoration.

Highlighting economic revival, he stated that the government attracted investments worth Rs 20 lakh crore while fulfilling electoral promises and delivering governance beyond commitments.

The Chief Minister said that the revenue department records required months of correction due to alleged damage, and a large-scale cleansing of land data is underway.

He alleged that the previous administration tampered with records, leading to encroachments, disputes, insecurity among landowners, and attempts to control citizens' properties through document manipulation.

Naidu criticised the practice of placing images of former rulers on documents and boundary stones, calling it "unprecedented and inappropriate" in governance.

He said these "irregularities" led to a surge in grievances, with the majority of petitions received after assuming office linked to revenue disputes across the state.

Naidu said that land resurvey is underway in over 16,800 villages, with surveys completed in nearly 7,000 villages so far, and the remaining areas will be covered systematically.

Naidu said the government repealed the Land Titling Act after assuming office, alleging it was earlier used to "threaten people and control properties unlawfully."

He mentioned that 1.3 lakh acres of service inam (gift) lands are being removed from Section 22A restrictions, while another one lakh acres will also be freed.

The TDP supremo said tourism projects, seaweed cultivation, and fisheries initiatives will enhance incomes, livelihoods, and employment while ensuring the protection of local fishermen and restricting outside fishing activities.

Naidu said fishermen have full rights over local sea waters and warned that boats from other regions will not be allowed if they attempt to fish.

He emphasised that development, not caste or regional politics, drives income generation, adding that welfare delivery must be efficient alongside economic growth for people’s upliftment.

The Chief Minister alleged that the previous rulers failed to pay salaries, while the current government ensures timely payments, pensions, and is reducing the debt burden through loan rescheduling.

Criticising opposition behaviour, Naidu alleged baseless attacks on the media and harassment, calling for unity to protect the state from "misinformation and disruptive elements."

He compared misinformation campaigns to "terror-like tactics", alleging the spread of false narratives about Amaravati's building costs, while asserting it is a self-monetisation project within the Capital Region Development Authority (CRDA) region.

Naidu said the state is being rebuilt after setbacks from bifurcation and previous governance, while steps are underway to strengthen supply chains amid global disruptions.

He added that power tariffs will not be increased, alleging that previous rulers imposed hikes, while introducing a solar rooftop model to improve energy access and reduce costs.
