
March 30, New Delhi — The Union government has proposed the Central Armed Police Forces (General Administration) Bill, 2026, to provide a legal framework for the deputation of Indian Police Service (IPS) officers to CAPFs, in line with recent directions from the Supreme Court.
The bill is likely to be introduced in the Upper House of the Indian Parliament on Monday.
It states that:
– In all CAPFs, 50% of the total posts at the rank of Inspector General, at least 67% of the posts at the rank of Additional Director General, and all posts at the ranks of Special Director General and Director General, shall be filled by IPS officers on deputation.
– Until now, such postings were made based on executive orders, and the Bill will codify these provisions.
– This codification is transformative. It will bring recruitment, promotions, cadre review, and grievance redressal under one legal framework.
– The legal framework in the Bill reinforces a humane, citizen-centric approach by codifying service conditions that support professional, empathetic policing.
– Earlier, the Union Cabinet had approved the draft CAPF (General Administration) Bill, 2026.
– This first-ever comprehensive legal codification aims to end decades of fragmentation and modernize governance.
