
Aizawl, April 7, 2026: In exercise of the powers conferred under Article 243K of the Constitution of India, read with sub-rule (1) of Rule 3 of the Mara Autonomous District Council (Election to Village Councils) Rules, 2014, the State Election Commission of Mizoram has ordered that any government employee holding a position in the State Government, the Autonomous District Council, the Central Government, or a State or Central Government Public Sector Enterprise, or a Statutory Body receiving financial assistance from the government, where an election is scheduled to be conducted within the Mara Autonomous District Council area, shall be subject to the Code of Conduct for government employees as follows:
(1) A government employee shall remain absolutely impartial during the election and shall not engage in any campaigning activities for or against any contesting candidate or political party;
(2) No government employee shall support or assist any candidate in any way;
(3) A government employee shall not himself speak at or actively participate in organizing or conducting a meeting;
(4) No government employee should accompany a Minister/MLA/Councillor/Chief Executive Member/Executive Member/Member of District Council or other political functionaries during electioneering;
(5) No government employee should attend any political meeting except those in charge of maintaining law and order or those deployed for security duties;
(6) Police personnel engaged in law and order duties shall not be construed as participating in any candidate's meeting;
(7) While dealing with different political parties in day-to-day official transactions, each government employee shall maintain absolute neutrality. When registering cases based on complaints filed by different political groups, contesting candidates, or their supporters, the police will take prompt and impartial steps;
(8) Any violation of the Code of Conduct by a government employee will make them liable to disciplinary proceedings under the provisions of the Central Civil Services (Classification, Control and Appeal) Rules, 1965.
