Chief Minister Conrad K. Sangma presented the budget for 2026-27 in the Meghalaya Legislative Assembly on Monday, with a fiscal deficit of ₹2,672 crore, which is approximately 3.5 percent of the state's Gross State Domestic Product (GSDP), remaining within the permissible limit.

The total expenditure for the financial year is estimated at ₹32,023 crore, including ₹21,812 crore under revenue expenditure and ₹10,211 crore under capital expenditure. Excluding loan repayments of ₹2,731 crore, the effective expenditure stands at ₹29,293 crore.

Interest payments are estimated at ₹1,540 crore, while pension payments are projected at ₹1,980 crore. The state is expected to record a revenue surplus of ₹4,771 crore with a closing balance of ₹714 crore.

Presenting his ninth consecutive budget in the Assembly during the ongoing budget session, the Chief Minister said the financial plan reflects the government's focus on fiscal discipline, infrastructure expansion, welfare programs, and employment generation.

Sangma also presented thematic budgets, including a climate budget of ₹5,572 crore and a gender budget of ₹6,849 crore, highlighting the government's emphasis on sustainable and inclusive development.

He informed that the budget was shaped by public feedback received through CM Connect programs and discussions held during cabinet retreats, along with inputs from various departments.

The Chief Minister stated that the government's priority is to improve the well-being of citizens, create opportunities for youth, and strengthen grassroots livelihoods while maintaining economic stability.

He added that the vision for Meghalaya is centered on five pillars—stable governance, aspirational growth, collaborative development, citizen-focused welfare, and sustainable progress.
