
26 February, Aizawl: Lalduhoma, who also holds the Finance portfolio, presented the Supplementary Demands for Grants for 2025-26, excluding charged expenditure, amounting to ₹3,710.38 crore, during the ongoing Assembly session.
In his Budget speech, the Finance Minister stated that the government will continue to give high priority to its flagship Bana Kaih Handholding Scheme. A budget allocation of ₹350 crore has been proposed for the scheme in the 2026-27 Budget Estimates. Of this, ₹150 crore has been specifically earmarked for the purchase of agricultural produce under the scheme to ensure market support for farmers.
The Budget also provides ₹75 crore to the Public Health Engineering Department towards electricity charges for water pumping operations. This allocation represents an increase of ₹15 crore compared to the provision made in the current financial year.
Highlighting the State's fiscal outlook, Lalduhoma said that Mizoram's share of Central Taxes and Duties has been estimated at ₹8,608.08 crore, following the recommendations of the Sixteenth Finance Commission. This represents an increase of ₹976.80 crore over previous allocations.
Addressing concerns regarding the State's debt position, the Finance Minister informed that the Debt to GSDP ratio stands at 43.56 percent. He clarified that a significant portion of the liabilities is linked to the Special Assistance to States for Capital Investment, which consists of 50-year interest-free loans aimed at financing development and infrastructure projects. Mizoram is expected to receive ₹1,519 crore under this head during the current fiscal year.
The Finance Minister also reported that pending grants for Rural Local Bodies amounting to ₹253.50 crore, which have been pending since 2021-22, have been successfully secured.
For the financial year 2026-27, Mizoram's Gross State Domestic Product has been projected at ₹43,817.09 crore. The Budget estimates a revenue surplus of ₹899.84 crore.
