
March 27, Kohima: Chief Minister Neiphiu Rio said the state budget for 2026-27 reaffirmed the government's commitment to balanced and equitable development across all districts, ensuring that no one is left behind.
In his concluding remarks on the general discussion on the state budget today in the Assembly, the Chief Minister said this budget marks a transition towards a more resilient fiscal framework where efficiency, transparency, and accountability guide every rupee spent.
He said that through convergence across departments and a whole-of-government approach, the government will ensure that implementation remains time-bound and impact-driven.
Mr. Rio said that the state government's approach is clear to strengthen human capital, expand livelihood opportunities, invest in critical infrastructure, and promote financial inclusion.
He noted that special emphasis has been placed on youth skilling, women-led development, and community-driven institutions, which have long been the strength of the state, while adding that the integration of SDG links and gender-responsive budgeting reflects its commitment to outcomes that are measurable, inclusive, and sustainable.
He expressed appreciation for the constructive inputs shared during the deliberations and thanked the members for their meaningful participation.
Emphasising prudent fiscal management, Mr. Rio assured that the government remains committed to maintaining financial discipline while ensuring timely payment of salaries, pensions, and essential services. He highlighted the government's focus on strengthening governance through transparency, accountability, and efficient utilization of public resources, supported by measures such as revenue mobilization, digital systems, and expenditure rationalization.
Addressing employment concerns, he noted that steps have been taken to streamline government appointments and reduce irregularities through systems like the Personnel Information Management System and other reforms.
On the Nagaland Liquor Total Prohibition (NLTP) Act, he said, the Government is carefully examining the matter, taking into account varying public opinions, enforcement challenges, and broader social implications.
Acknowledging concerns over the growing issue of substance abuse, the Chief Minister said the Government is addressing the problem through enforcement, community-based interventions, and welfare programmes, while also recognizing the deeper psychological challenges involved.
He further informed that the State Government is actively pursuing oil and gas exploration and is in discussion with the concerned Ministry to resolve pending issues.
Reiterating that the Budget 2026-27 serves as a roadmap for sustainable and inclusive development aligned with the vision of Viksit Bharat 2047, Mr. Rio emphasised a focus on human capital development, infrastructure, livelihood opportunities, and balanced growth across all districts.
