Aizawl, April 7, 2026: In exercise of the power conferred under sub-rule (1) of Rule 3 and Rule 56 of the Mara Autonomous District Council (Election to Village Councils) Rules, 2014, as amended, the State Election Commission of Mizoram has directed that in the case of an elector who has not yet been issued an Elector's Photo Identity Card (EPIC), or in the case of loss of an EPIC, the list of documents that can be used as identification in place of the EPIC must be authorized by the Commission, in the interest of the electors.
For the ensuing By-Election to 6 Village Councils in the MADC area, electors shall produce one of the following documents before the Presiding Officer or the Polling Officer during the said by-election, in order to establish their identity:
LIST OF DOCUMENTS
(i) Elector's Photo Identity Card (EPIC), issued by the ECI,
(ii) Passport/Aadhar Card
(iii) Driving Licence,
(iv) Income Tax Identity (PAN) Card,
(v) Service Identity Card issued to its employees by State/Central Government, Public Sector Undertakings, Local Bodies or Public Limited Companies,
(vi) Passbooks issued by Public Sector Banks/Post Office and Kisan Passbooks (accounts opened upto February, 2026),
(vii) Property Documents such as Pattas, Registered Deeds, etc. with photograph,
(viii) SC/ST/OBC Certificate and Residential Certificate issued by competent authority (issued upto February, 2026),
(ix) Pension Documents such as ex-servicemen's Pension Book/Pension Payment Order, ex-servicemen's Widow / Dependent Certificate, Old Age Pension Order, Widow Pension Order (issued upto February, 2026),
(x) Freedom Fighter Identity Card,
(xi) Arms Licenses (issued upto February, 2026),
(xii) Certificate of Physically Handicapped with photograph issued by the competent authority (issued upto February, 2026),
(xiii) Job Card issued under MNREGA with photograph (issued upto February, 2026),
(xiv) Health Insurance Scheme Smart Card (issued upto February, 2026),
(xv) Students Identity Card issued by the concerned Head of Institution.
