Pasighat RRU Campus Launches Training Programme on New Criminal Law and Prison Welfare

Itanagar, March 4: The Pasighat campus of Rashtriya Raksha University (RRU) in Arunachal Pradesh has initiated a specialised training programme aimed at strengthening prison administration and inmate welfare, an official statement confirmed.

The programme, developed in collaboration with the Bureau of Police Research and Development (BPRD), seeks to equip prison officials with knowledge of recent legal amendments and procedural reforms, ensuring better governance of correctional facilities.

Enhancing Prison Administration with Legal and Technological Upgrades

Addressing the event virtually, BPRD Director General (DG) Rajeev Kumar Sharma highlighted the necessity of keeping prison officials updated with the latest legal and technological advancements. He underscored the critical issue that 70% of prisoners in India are undertrial, emphasizing how the new criminal laws will streamline judicial processes and improve correctional administration.

The structured programme aims to bolster legal compliance, promote ethical prison management, and integrate modern correctional policies.

Key Areas of Training

According to the official statement, the training covers critical aspects of prison administration, including:

  • Evidence-based reporting and case documentation
  • Legal procedures and digital tools for prison administration
  • Surveillance techniques and forensic applications
  • Balancing security and rehabilitation within correctional facilities
This blended learning initiative features both online and offline sessions, ensuring practical exposure for participants.

Wide Participation from Multiple States

With 80 nominations from 10 states, including Arunachal Pradesh, Meghalaya, Tripura, Assam, and Odisha, the initiative has drawn significant participation.

The offline training commenced on March 4 and will continue until March 7, hosting 28 prison officials. Meanwhile, online sessions are scheduled for March 12–14 and March 17–19.

Expert Insights and Endorsements

During the keynote address, retired Inspector General (Prison) Michi Paku shared valuable insights into correctional administration, emphasizing the need for improved prison reforms.

RRU Pro Vice-Chancellor Prof. Kalpesh H. Wandra stressed the importance of hands-on training for prison officials, ensuring they are well-equipped to manage correctional facilities efficiently.

Additionally, East Siang Deputy Commissioner Tayi Taggu appreciated the initiative and suggested extending similar training to district administration officials and civilians for broader legal awareness.

Superintendent of Police Pankaj Lamba praised RRU’s contributions to law enforcement training in the northeast, particularly in cybersecurity, investigative techniques, and road safety.

This initiative marks a significant step towards modernizing prison administration, fostering ethical correctional practices, and ensuring prisons serve as centres for rehabilitation rather than mere confinement.
