New Delhi, March 12 The National Investigation Agency (NIA) has filed a chargesheet against two men in Bihar for alleged involvement in promoting the ideology of the banned Popular Front of India (PFI) to establish Islamic rule in India, officials said on Thursday.

The case relates to a conspiracy by the PFI to disrupt peace and religious harmony through unlawful and anti-national activities in Bihar, they said.

With the supplementary chargesheet filed in a special NIA court in Patna on Wednesday, the total number of persons arrested and charged in the case has gone up to 20.

The NIA found during investigation that the accused, Mahboob Alam alias Mahboob Alam Nadvi (president of PFI, Bihar) and Shamim Akhtar (vice president of PFI, Bihar), were actively involved in the conspiracy.

The entire conspiracy was aimed at creating an atmosphere of terror and spreading religious enmity, justifying the use of criminal force to promote PFI's ideology to establish Islamic rule in India, as envisioned in the organization's vision document – "India 2047: Towards Rule of Islam in India, Internal Document: Not for Circulation", a statement issued by the NIA said.

The probe agency, which had taken over the case from the Bihar Police in July 2022, further found during investigation that Mahboob and Shamim had been engaged in recruitment and training of PFI cadres.

Along with the co-accused, they were involved in PFI's meetings/training programmes held at Ahmad Palace, Phulwari Sharif, Patna, the statement said.

The local police had seized PFI's vision document from Ahmad Palace at the time of the registration of the case, the NIA said.
