
April 9th, Aizawl: The process was conducted in the presence of four designated General Observers: Pu R. Lalchanhima (Additional Secretary, Transport Dept. & District Council & Minority Affairs Dept.), Pi Irene Zohlimpuii (Additional Secretary, General Administration Dept.), Pu Lalnunhlua (Additional Secretary, Agriculture & Farmers Welfare Dept.), and Pi Angela Zothanpui (Director, School Education Dept.). Representatives from four recognized political parties—INC, BJP, MNF, and ZPM—were also present to observe the process.
The randomization program was chaired by Er. Lalhriatpuia, District Election Officer (DEO) and District Municipal Election Officer, Aizawl District. All Municipal Returning Officers (MRO) and Assistant Municipal Returning Officers (AMRO) attended the program in full strength.
To ensure a free, fair, and transparent electoral process, the EVMs allocated to each polling station are distributed using a computerized randomization system. Following a thorough inspection by EVM engineers, the functional machines approved for the AMC 2026 General Election—comprising 359 Balloting Units (BU) and 352 Control Units (CU)—underwent the first level of randomization. During this stage, the machines were allocated across the 19 AMC Wards, including a 25% reserve stock.
Following this, a second randomization was conducted to pair specific Balloting Units with corresponding Control Units. Finally, a third and final randomization allocated the ward-assigned EVMs to specific polling stations within their respective wards.
The Aizawl Municipal Corporation consists of 19 Wards, which encompass 89 Local Councils and currently feature 264 Polling Stations. It was also noted that Voter Verifiable Paper Audit Trails (VVPAT) will not be utilized in the AMC 2026 General Election.
