New Delhi, April 7 The Centre announced a revised "as is where is" based regularisation policy on Tuesday to simplify the process of obtaining permission for registering properties and construction activities in unauthorised colonies of the national capital.

The revised policy eliminates the requirement of a layout plan for registering already constructed buildings in 1,511 out of the total 1,731 unauthorised colonies in Delhi.

Furthermore, the Delhi government's Revenue Department will now issue conveyance deeds for property ownership rights instead of the DDA.

In a joint press conference attended by Union Minister of Housing and Urban Affairs Manohar Lal Khattar and Delhi Chief Minister Rekha Gupta, the announcement of the policy was hailed as a significant day for the city's residents.

She stated that applications for property ownership under the revised policy can be filed online through the PM-UDAY portal starting April 24, adding that this move will benefit nearly 50 lakh residents of such colonies.

Besides "Regularisation of unauthorised colonies on 'as is where is' basis with simplification of procedures to obtain both ownership rights and building regularisation," the Centre has also launched a Transit Oriented Development (TOD) policy for the national capital.

Gupta said that the PM-UDAY (Pradhan Mantri – Unauthorised Colonies in Delhi Awas Adhikar Yojana) scheme was launched in 2019 to regularise property ownership in unauthorised colonies, but it faced several technical issues that required a revised policy.

She added that around 40,000 conveyance deeds were issued under the 2019 policy, and the process will now be expedited with a simplified approval process and a timeline of 45 days for issuing the deeds.

Khattar said that the "as is where is" based regularisation policy will cover the existing buildings in the unauthorised colonies, while new constructions will be required to comply with the norms set by the MCD and obtain its permission.

He emphasized the importance of coordination among various agencies in the national capital. Now, residents of such colonies will be able to obtain property ownership rights and undertake construction activities.

Transit Oriented Development was part of Delhi's Masterplan 2021, but it faced several challenges, Khattar added, stating that the reformed policy will also help address traffic congestion and the city's housing needs.
