
New Delhi, March 23 Trinamool Congress leader in the Rajya Sabha, Derek O' Brien, accused the government on Monday of not providing "48-hour advance notice" for the proposed introduction of the Central Armed Police Forces (General Administration) Bill, 2026, leading to party MPs walking out of the House in protest.
The "Central Armed Police Forces (General Administration) Bill, 2026" was listed as part of the Rajya Sabha's agenda, but it was not discussed in the House on Monday.
Raising the issue in the Upper House shortly after 11 am, the TMC leader said that while the CAPF Bill is listed for introduction, members "did not receive 48-hour advance notice".
"This Bill falls under the purview of the Home Ministry. The Home Ministry should ensure that this is discussed in Parliament," he said.
He also accused the Home Ministry of imposing an "undeclared Emergency" in West Bengal.
"However, currently, the Home Ministry is more focused on imposing an undeclared Emergency in Bengal," he said.
The TMC MPs then staged a walkout from the House over the issue.
The proposed "umbrella" law aims to regulate the recruitment, deputation, and promotion of CAPF officers, according to the Business List issued by the House.
All the CAPFs – Central Reserve Police Force (CRPF), Border Security Force (BSF), Indo-Tibetan Border Police (ITBP), and Sashastra Seema Bal (SSB) – are governed by their respective Acts.
The rules under these Acts govern the recruitment and conditions of service of Group A General Duty Officers and other officers and members in the CAPFs.
