Chandigarh, March 17 Leaders of both parties have claimed that BJP's Sanjay Bhatia and Congress's Karamvir Singh Boudh have been declared elected to two Rajya Sabha seats.
Congress MLA and former Chief Minister Bhupinder Singh Hooda said that his party nominee Boudh has won.
"It is our victory," Hooda stated while addressing reporters here.
"There is a victory of 'Prajatantar' (democracy) and defeat of 'vote chori' (vote theft)," he claimed as he, along with other party leaders, flashed victory signs.
Meanwhile, Haryana Minister Gaurav Gautam also declared that BJP's Sanjay Bhatia had won.
The two Rajya Sabha seats were contested by the BJP's Bhatia, Congress's Karamvir Singh Boudh, and Independent candidate Satish Nandal.
The BJP had backed Nandal, who had unsuccessfully contested the 2019 Assembly elections as its nominee.
The vote counting, which was scheduled to begin at 5 pm after voting ended at 4 pm, was delayed by over five hours due to complaints from both parties regarding the violation of vote secrecy.
Before the voting concluded, Minister Krishan Kumar Bedi had informed reporters that the BJP had lodged a complaint with the Election Commission regarding the alleged "violation of vote secrecy" by two Congress MLAs-- Bharat Singh Beniwal from Ellenabad and Paramvir Singh from Tohana.
"Two Congress MLAs did not fold their ballots as required, thereby violating the secrecy of their vote. We have lodged a complaint with the Election Commission," Bedi said.
However, Congress leader Ashok Arora countered that no complaint was filed at the time the legislators voted, claiming the complaint was intentionally filed after 4 pm.
Arora also stated that the Congress had filed its own complaint against senior BJP leader and Minister Anil Vij, accusing him of violating vote secrecy.
Haryana Congress leader Rao Narender Singh had earlier dismissed the allegations of vote secrecy violations against his party's MLAs, asserting that his candidate would win the election.
Congress candidate Karamvir Singh Boudh had filed a complaint with the Election Commission against the Returning Officer for alleged partisan conduct.
The counting of votes began after the Election Commission gave its approval, according to official sources.
