Shimla, March 31 An amendment bill proposes stricter fines for driving on restricted roads in Shimla and increases permit fees for driving on them.

The Shimla Road Users and Pedestrians (Public Safety and Convenience) Amendment Bill 2026 was introduced in the state assembly by Chief Minister Sukhvinder Singh Sukhu on Tuesday.

The amendment proposes a fine of Rs 5,000-Rs 10,000 for driving on restricted roads without a permit, and a fine of Rs 2,000 for violating the terms and conditions for those with valid permits.

The annual fee for permits for restricted roads is proposed to increase from the current Rs 2,500 to Rs 10,000.

The daily permit fee would be Rs 1,000 instead of Rs 200.

The authority to issue passes for restricted roads will now rest with the Home Secretary instead of a Deputy Commissioner. The processing fee for permits will increase from Rs 100 to Rs 500.

The police will have the power to reduce the fine by 50 per cent if it is paid immediately.
