
JAMMU, MARCH 31: Chief Secretary Atal Dulloo chaired a high-level review to assess disaster management initiatives and fund utilization across Jammu & Kashmir, with ₹3,340 Cr allocated for mitigation, preparedness, and risk reduction.
The meeting emphasized six key areas: Early Warning Systems, Risk Reduction, Relief & Response, Rehabilitation, Reconstruction, and Capacity Building. Departments were instructed to plan proactively, utilize funds for flood, landslide, and GLOF mitigation, and ensure strict compliance with disaster management laws and SOPs.
Updates included the development of a Multi-Hazard Risk Atlas, the establishment of the Directorate of Disaster Management, the creation of an Urban Disaster Management Authority, and the signing of an MoU with the United Nations Development Programme for technical support. The Incident Response System has been extended to the tehsil level, complemented by training, mock drills, and gender-inclusive disaster risk reduction initiatives.
Significant infrastructure funds have been secured, including ₹330 Cr through the High-Level Committee, ₹1,579 Cr from the Ministry of Home Affairs, and ₹1,431 Cr under SASCI for restoration. Line departments are integrating disaster-resilient features into construction, flood monitoring, and slope stabilization to build a safer, more resilient Jammu & Kashmir.
