Bhopal, Feb 4 (PTI) – The administration in Bhopal has imposed a complete ban on begging, warning of strict legal action against both beggars and those who offer them alms. The directive, issued by Bhopal District Collector Kaushlendra Vikram Singh on Monday evening, falls under Section 163(2) of the Bharatiya Nagrik Suraksha Sanhita.
The order highlights concerns over beggars, particularly those at traffic signals, being involved in criminal activities and drug addiction. Their presence at busy intersections has also been identified as a potential cause of accidents, prompting the authorities to take this stringent measure.
With this decision, Bhopal joins Indore in enforcing a ban on begging. The Indore district administration implemented a similar prohibition last year, restricting both begging and the act of giving alms.
The directive makes it clear that anyone offering money or purchasing goods from beggars will face legal consequences. "Legal action will be taken against any person who provides alms or engages in transactions with beggars," the order stated.
To accommodate those affected by the ban, the administration has designated a shelter facility at the Community Health Centre in Kolar as a home for beggars.
Authorities have warned that cases will be registered under relevant legal provisions against individuals violating the prohibitory order. The move aims to curb unlawful activities and ensure public safety at traffic junctions across the city.
Indore Set Precedent for Anti-Begging Measures
Bhopal’s decision follows a similar crackdown in Indore, where the administration had earlier prohibited begging and urged citizens to refrain from giving alms. The initiative is part of a broader effort to address social issues linked to street begging and maintain public order.The authorities have urged residents to cooperate with the new regulations, emphasizing that the move is intended to address deeper societal challenges associated with begging.
