Aizawl, Feb 26: The Chakma Autonomous District Council (CADC) has appealed to the 16th Finance Commission for enhanced financial allocations to address critical infrastructural deficits in south Mizoram's Lawngtlai district, an official confirmed on Wednesday.
During a meeting in Aizawl on Monday, a delegation led by CADC Chief Executive Member (CEM) Molin Kumar Chakma presented a comprehensive report outlining the socio-economic challenges of the Chakma community. The delegation emphasized the region's backwardness, citing a lower literacy rate and inadequate infrastructure as major concerns.
The CADC currently receives funds under rural local body grants allocated to village councils and through excluded area grants. However, the delegation pointed out that inconsistencies and irregularities in the distribution of these excluded area grants have hindered the execution of major administrative infrastructure projects.
To mitigate these challenges, the CADC urged the Finance Commission to ensure the continuation of excluded area grants until the central government enacts legislative measures to enhance the financial capabilities of autonomous district councils (ADCs) across the country.
Highlighting the unique socio-economic circumstances of tribal areas under the Sixth Schedule, the delegation called for special consideration when determining grants. It also sought additional financial provisions under Article 275(1) of the Indian Constitution to improve administration in Sixth Schedule areas.
Drawing comparisons with Assam, where Sixth Schedule areas receive distinct financial treatment under clause (a) of Article 275(1), the delegation asserted that Mizoram’s three ADCs should be granted similar provisions to ensure equitable development.
The CADC, which holds legislative, executive, and judicial powers over its designated departments, further urged the Finance Commission to recommend additional grants beyond regular allocations to address region-specific challenges.
This appeal marks a significant effort by the CADC to secure long-term financial stability and development in the region, ensuring that the needs of the Chakma community are adequately met.
