DGCA developing regulatory framework for eVTOLs; ops to be managed strategically, tactically: Govt

New Delhi, Feb 3 (PTI) – The Indian government has announced that the operations of advanced air mobility (AAM) solutions, including electric Vertical Take-Off and Landing (eVTOL) aircraft, will be managed through a combination of Unmanned Aircraft Traffic Management (UTM) systems and existing Air Traffic Management (ATM) systems. This strategic approach aims to optimize air traffic flow while integrating autonomous drones within the airspace.

The Directorate General of Civil Aviation (DGCA) has been tasked with developing a comprehensive regulatory framework for eVTOL operations. This framework will establish new rules and standards covering key aspects such as airworthiness and type certification, training and pilot certification, and other operational procedures essential for AAM.

As part of this initiative, the DGCA has already issued guidance materials for the "Design, Operation and Authorisation of Vertiports" and "Type Certification" of vertical take-off and landing aircraft. These measures will pave the way for establishing vertiports, defining air routes, and developing the necessary infrastructure to ensure the safe and efficient operation of AAM solutions.

In a written reply to the Rajya Sabha, Minister of State for Civil Aviation Murlidhar Mohol emphasized that airspace operations for these aircraft will be managed both strategically and tactically. This will involve using UTM systems alongside ATM systems to streamline the movement of multiple small aircraft while ensuring the safe integration of autonomous drones into the same airspace.

To develop guidance materials and enhance regulatory measures, DGCA is actively collaborating with international aviation bodies, including the European Union Aviation Safety Agency (EASA), the International Civil Aviation Organization (ICAO), the Federal Aviation Administration (FAA), and the Civil Aviation Authority of Singapore (APAC CAA).

With these advancements, India is taking a significant step towards revolutionizing urban air mobility, fostering innovation in aviation, and ensuring safe integration of next-generation aerial transport solutions.
