FinMin, Labour Min working out modalities of healthcare scheme for gig workers: Govil

New Delhi, Feb 3 (PTI): The Finance Ministry, in collaboration with the Labour Department, is finalizing the framework for extending healthcare benefits under the PM Jan Arogya Yojana (PM-JAY) to nearly 1 crore gig workers, Expenditure Secretary Manoj Govil has confirmed.

Finance Minister Nirmala Sitharaman, during the Union Budget 2024, announced that gig workers would be issued identity cards and registered on the e-Shram portal, facilitating their inclusion under PM-JAY for healthcare benefits.

Govt in Consultation to Finalize Details

In an interview with PTI, Govil stated that the specifics of the scheme are being developed in consultation with the Ministry of Labour and other relevant departments. He mentioned that the social security scheme for gig workers could be structured as either a 100% Central Sector scheme or a centrally sponsored scheme, with cost-sharing between the Centre and states in a 60:40 ratio.

"Once the scheme details are finalized, the cost will be determined," Govil added.

PM-JAY: India's Largest Health Assurance Scheme

The Ayushman Bharat PM-JAY is the world's largest health assurance program, offering Rs 5 lakh per family annually for secondary and tertiary hospital care. The scheme already benefits over 12 crore economically vulnerable families across India.

In a major decision on September 11, 2024, the Union Cabinet approved universal health coverage for all senior citizens aged 70 and above, regardless of their income.

This move marks a significant step toward strengthening social security for gig workers, many of whom currently lack formal employment benefits.
