Panaji, April 4 – In a major step to curb police harassment and maintain order, Goa Chief Minister Pramod Sawant on Friday unveiled strict protocols governing traffic challans and tourist conduct across the state. These measures, effective immediately, are aimed at ensuring transparency and protecting both residents and visitors.
Only Cops with Body Cameras Can Issue Traffic Challans
Addressing the media at the Mantralaya in Porvorim after a high-level meeting on the implementation of new criminal laws in Goa, Sawant announced that only police inspectors equipped with body cameras will be permitted to issue challans for traffic violations during the day.At night, the authority extends to police inspectors and sub-inspectors, but only if they are wearing uniforms with cameras installed.
“No constable, head constable, or assistant sub-inspector (ASI) will be allowed to issue challans,” Sawant emphasized. “If any such lower-ranking officer is found doing so, citizens are encouraged to take their photograph and report them. Strict action, including suspension, will follow.”
However, taluka-level nodal officers with body cameras will retain the authority to issue challans.
The move is designed to eliminate instances of bribery and harassment, particularly toward tourists and locals often subjected to arbitrary fines.
AI and Surveillance Tools to Monitor Traffic Violations
Sawant highlighted that traffic offences will now be monitored using a range of tech-based tools, including dash cameras, roadside digital cameras, and AI-powered gadgets, further reducing the scope for human error or misconduct.Crackdown on Roadside Cooking by Tourists
In a bid to address increasing roadside litter and disorderly tourist behavior, the CM announced a crackdown on tourists cooking by the roadside.“Tourist vehicles will be thoroughly checked at the state borders. If gas stoves or cylinders are found and used for cooking on the roadside, they will be seized, and heavy fines will be imposed,” Sawant said.
Ban on Begging, Beach Massage, and Touting
Sawant also declared a complete ban on activities such as begging, unauthorised massage services on beaches, and touting.“Anyone found engaged in these activities will face immediate arrest,” he warned, underscoring the government’s intent to create a safer and cleaner environment for all.
These new measures align with the rollout of the Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshya Adhiniyam in Goa, reflecting a broader initiative to modernize law enforcement and uphold public trust.
