Jammu and Kashmir Budget Marks Historic Milestone with Elected Government’s First Presentation

Jammu, March 3 — The Jammu and Kashmir Budget has been hailed as a historic milestone by Lieutenant Governor Manoj Sinha, who praised Chief Minister Omar Abdullah for spearheading a comprehensive grassroots-level initiative. The budget, which marks the first to be introduced by an elected government in over seven years, is a significant moment for the region's political landscape.

Sinha, while addressing members of the Legislative Assembly, emphasized that this budget is not merely a financial document but a powerful representation of the aspirations and hopes of the people of Jammu and Kashmir. For the first time in nearly a decade, elected representatives have participated in the assembly to shape this important policy, ensuring that the voices of the people are reflected in the formulation process.

“This Budget carries historic significance as it is the first in over seven years to be presented by an elected government in Jammu and Kashmir. It symbolizes the people's power, crafted by the representatives they have chosen,” Sinha remarked, highlighting the collaborative effort in shaping a vision for the future.

The Lieutenant Governor underscored the importance of unity, urging all to set aside political differences for the greater good of the region's people. “The path ahead presents challenges, but it also holds immense opportunities. Together, beyond political affiliations, we must work for the welfare of the people and the holistic development of Jammu and Kashmir,” he stated.

Sinha lauded the Chief Minister’s direct involvement in the budget process, noting that Abdullah personally chaired meetings across all 20 districts. These consultations with elected representatives were crucial in understanding regional priorities and community needs, ensuring that the budget addresses local aspirations.

“This Budget is a true celebration of democracy, reflecting the dreams and expectations of every household, community, and region in Jammu and Kashmir,” Sinha added. He further stressed that this document represents a new era of participatory governance, where the needs and aspirations of the common man are central to policy-making.

Economic Growth and Development Focus​

Sinha acknowledged the substantial economic progress Jammu and Kashmir has made in recent years, pointing to the rising Gross State Domestic Product (GSDP), infrastructure development, and improved socio-economic indicators. However, he also recognized ongoing challenges, including regional disparities, unemployment, and the need for sustainable development.

“My government is committed to refining and strengthening the developmental framework to ensure more robust, balanced, and participatory growth,” Sinha remarked, emphasizing the region's commitment to inclusive development.

Infrastructure development remains a top priority, with major projects like the Sonamarg Tunnel (Z-Morh) and the completion of key segments of the Jammu-Srinagar National Highway — including the Banihal and Ramban Bypasses — significantly improving connectivity and reducing travel times.

Further infrastructure advancements are planned, including the fast-tracking of connectivity projects such as the Udhampur-Srinagar-Baramulla Rail Link (USBRL), which is poised to transform the region’s transportation network.

Strengthening Tourism and Industry​

Sinha also highlighted the growing importance of tourism, which saw record-breaking visitor numbers in 2024, underlining Jammu and Kashmir's global appeal. The government is implementing new initiatives to diversify tourism offerings and ensure sustainable practices, while also prioritizing eco-friendly measures for the annual Amarnath Yatra.

The region's industrial sector is also booming, with 971 new units registered under the Rs 28,400 crore central sector scheme. To further accelerate growth, the government is enhancing infrastructure in industrial estates and boosting the handicraft sector, which employs over 4.22 lakh people. The government’s focus on promoting ‘Brand J&K’ through GI tagging for traditional products and skill development programs under the Vishwakarma Scheme is expected to expand the market reach of local artisans.

Educational Advancements​

Education remains a key pillar for future growth. Sinha noted the operationalization of IIT Jammu and IIM Jammu, along with the accreditation of Jammu University with an A++ status. These institutions, along with the Islamic University of Science and Technology (IUST) and the University of Kashmir, which has seen its faculty recognized among the top global scientists, are positioning Jammu and Kashmir as an emerging hub for higher education.

Sinha's address closed with a vision for the future, one where the collective resolve of the people and government would propel Jammu and Kashmir toward becoming a beacon of peace, progress, and prosperity.
