Mumbai, May 17 — The Maharashtra government has introduced a comprehensive shipbuilding policy to strengthen its maritime sector and align with national goals under the Maritime India Vision 2030 and Maritime Amrit Kaal Vision 2047.The Maharashtra Shipbuilding, Ship Repair, and Ship Recycling Facility Development Policy 2025 was officially approved during the last state cabinet meeting, with a Government Resolution (GR) issued on Friday.
Policy Highlights and Objectives
The newly approved policy is designed to:- Promote shipbuilding, repair, and recycling industries.
- Attract new infrastructure projects.
- Boost employment through skill development initiatives.
- Enhance cargo handling capabilities.
- Support innovation and research in the maritime sector.
- Reduce foreign exchange outflows by building domestic vessel capabilities.
Development Models and Incentives

15% of the project cost, disbursed in four instalments during the construction phase. - Skill Development Support:
- Up to 60% of project cost or Rs 5 crore (whichever is lower) for setting up training facilities.
- Annual financial aid of 50% or Rs 1 crore (whichever is lower) for employee upskilling.
- Capital Assistance for Facilities:
Up to 60% of the cost or Rs 5 crore (whichever is lower) for building shipbuilding, repair, or recycling units.
Employment and Innovation Focus
The policy aims to generate significant employment across skill levels, while also fostering R&D to support technological advancement in the shipbuilding sector.
