New Delhi, May 16 — In a significant administrative shake-up, the Union Home Ministry on Friday executed a large-scale reshuffle of the Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre, resulting in the transfer of several senior Indian Administrative Service (IAS) officers from the Delhi government to various states and Union Territories.
Key Transfers from Delhi
Among the most notable transfers is Ashish Chandra Verma, a 1994-batch officer who served as Additional Chief Secretary for Finance and Revenue in Delhi. He has been reassigned to Jammu and Kashmir. Also transferred to J&K is Anil Kumar Singh, a 1995-batch officer who held the post of Additional Chief Secretary, Environment and Forest.Sudhir Kumar, a 1999-batch officer and Principal Secretary of the Vigilance Department, has been moved to Mizoram.
Other prominent transfers include:
- K M Uppu (2009 batch), Special Secretary of Home, shifted to Puducherry
- Sachin Shinde (2008 batch), Special Secretary of Transport, moved to the Andaman and Nicobar Islands
Delhi Gains Officers from Other Territories
Delhi, in turn, will see the return of several officers. Vijay Kumar Bidhuri, a 2005-batch officer who served as the Divisional Commissioner in Kashmir, has been transferred to the national capital. Dilraj Kaur, a 2000-batch officer stationed in Andaman and Nicobar, will rejoin the Delhi administration.Other Transfers

Delhi Government’s Internal Rejig
Following the Centre's reshuffle, the Delhi government undertook its interdepartmental transfers and postings involving 42 senior officers from AGMUT and DANICS cadres. Key changes include:- Bipul Pathak (1992 batch), ACS of Industries, given additional charge of ACS Environment and Forest
- Prashant Goyal (1993 batch), earlier ACS-cum-Commissioner of Transport, now ACS of Urban Development
- Navin Kumar Chaudhary (1994 batch), moved from ACS Irrigation & Flood Control to the ACS Public Works Department
- A Ambarasu (1996 batch), Principal Secretary of Home, now Principal Secretary of Services
- Nikhil Kumar (2002 batch), appointed as Health Secretary with additional charge of IT Secretary
- Neeraj Semwal (2003 batch), to serve as Secretary Revenue-cum-Divisional Commissioner
- Niharika Rai (2008 batch), from Secretary of Finance to Secretary-cum-Commissioner of Transport
- Ravi Jha (2011 batch), Special Secretary to the Chief Minister, has now been appointed Excise Commissioner
These administrative changes are expected to influence the governance landscape in Delhi significantly, and the Union Territories impacted by the cadre reshuffle.
