Municipal NOC Issuance Process to be Simplified in J&K.webp


Jammu, February 13 The process of granting no objection certificates to people seeking construction within municipal areas in Jammu and Kashmir will be simplified, Social Welfare Minister Sakeena Itoo told the Assembly on Friday.

Responding to a question raised by People's Conference legislator Sajad Gani Lone on behalf of Chief Minister Omar Abdullah, Itoo said that according to Section 203 of the Municipal Act and J-K Unified Building Bylaws 2021, no person shall erect, re-erect, or make any material alteration to any building within the jurisdiction of the urban local bodies without the sanction of the municipality.

"Clause 2.18 of the UBBL requires NOCs from various departments, including town planning," she said.

The minister stated that there are three town planners in the Town Planning Organisation, Kashmir, while the number of existing local bodies in Kashmir is 40 (10 municipal councils and 30 municipal committees).

The Town Planning Organisation has been reorganized to create a district cadre to support the preparation and implementation of master plans for every town, the minister said.

Responding to various supplementary questions, the minister said that the matter of delays in issuing NOCs will be examined and addressed.

She said that concerned officials would be asked to ensure the timely issuance of NOCs.

"All suggestions from the legislators will be taken into consideration to ensure that people do not suffer," she added.
