Raipur Mayor’s Son and Four Others Arrested for Disrupting Traffic During Birthday Celebration

Raipur, March 3, 2025: The son of newly-elected Raipur Mayor Meenal Choubey and four others were arrested after a video surfaced on social media showing them celebrating a birthday on the road, causing a traffic disruption. The incident, which occurred early Saturday morning, prompted immediate action from local authorities.

The celebration took place in front of the mayor’s residence in the Changorabhata locality under the DD Nagar police station jurisdiction around 12:30 AM on Saturday. The video, which quickly went viral, showed Mrinak Choubey, also known as Mehul, cutting a birthday cake and setting off firecrackers on the road, thereby obstructing traffic.

Raipur police arrested Mrinak Choubey along with his friends—Avinash Chandel (alias Chintu), Manoj Gautam, Chhagan Dewangan, and Roshan Kumar Dewangan. A case was registered based on a complaint under Section 126(2) of the Indian Penal Code, related to wrongful restraint, along with other relevant provisions.

Following their arrest, the accused were presented before a Sub-Divisional Magistrate's court and were granted bail.

The incident took place just hours after Meenal Choubey, along with 69 other elected corporators, had taken an oath during a formal swearing-in ceremony on Friday.

The video sparked political debate, with former Chhattisgarh Chief Minister Bhupesh Baghel criticizing the state’s ruling BJP government for what he described as double standards. Baghel pointed out that ten Congress workers had recently been arrested and jailed for a similar incident involving road celebrations. "They spent a night in prison before being granted bail. However, the mayor’s son and others were released without delay," Baghel remarked.

In response to the incident, Mayor Meenal Choubey admitted that a mistake had occurred and assured the public that she would take steps to prevent a recurrence.

Furthermore, Chief Secretary Amitabh Jain had issued a directive on Friday urging strict action against individuals who obstruct public roads for private celebrations, including birthday parties and community events. Both Raipur Collector Gaurav Singh and Senior Superintendent of Police Lal Umed Singh also issued warnings to the public, advising against organizing events that block roads, stressing the possibility of legal consequences.

This incident has drawn attention to the enforcement of public road safety regulations and the need for responsible event planning in Raipur.
