Karwar, Karnataka | April 5, 2025 — In a significant move to bolster India’s maritime capabilities and regional cooperation, Defence Minister Rajnath Singh flagged off the Indian Ocean Ship (IOS) SAGAR from the strategic Karwar naval base on Saturday. The mission reaffirms India’s commitment to strengthening regional maritime security and enhancing collaboration with Indian Ocean Region (IOR) nations.
Strengthening Maritime Diplomacy: Launch of IOS SAGAR
The Indian Ocean Ship SAGAR initiative—Security and Growth for All in the Region—embodies India’s vision of Mutual and Holistic Advancement for Security Across the Regions (MAHASAGAR). The mission seeks to deepen ties with maritime neighbors and foster a safe, secure, and inclusive maritime environment.Flagged off aboard INS Sunayna, IOS SAGAR comprises 44 personnel from nine navies, reflecting robust international cooperation. A video shared by the Defence Minister’s office on X (formerly Twitter) showcased the extensive training sessions conducted on land and at sea in preparation for this ambitious initiative.
“This mission will shape the future of the Indian Ocean Region, reaffirming India's dedication to maritime collaboration,” the Raksha Mantri’s office stated on social media.
Project Seabird Expansion: Inauguration of New Infrastructure
Alongside the mission launch, Singh also inaugurated newly developed infrastructure at the Karwar Naval Base, a key milestone under Project Seabird, India’s flagship naval expansion plan.In a pre-event post, the Minister’s office emphasized the strategic importance of the expansion:

Project Seabird: Key Highlights
- Phase I completed in 2011 with facilities to berth 10 ships, featuring a breakwater, 10,000-ton ship lift, dry berth, naval repair yard, logistics hubs, armament depots, and accommodation for 1,000 personnel.
- Phase IIA, approved by the Cabinet Committee on Security, envisions berthing for 32 ships and submarines, alongside 23 yardcraft, significantly boosting naval presence and readiness.

Situated along the Arabian Sea coast, the Karwar base is a cornerstone of India’s maritime defense strategy.
