
Patna, February 11 The Bihar Appropriation Bill was passed by the assembly on Wednesday, paving the way for the government to withdraw an additional Rs 12,165 crore from the treasury for the 2025-26 fiscal year.
The bill was passed by voice vote amidst a walkout by opposition members, who were dissatisfied with the government's responses to their queries.
State Finance Minister Bijendra Prasad Yadav presented the third supplementary budget worth more than Rs 12,165 crore for the current financial year in the assembly on Monday.
The supplementary budget allocates Rs 41.82 crore (Centre's share) to the Samagra Shiksha Abhiyan, Rs 1,013 crore (Centre's share) to the Pradhan Mantri Awas Yojana (PMAY-Gramin), and Rs 633.63 crore (Centre's share) to the Saksham Anganwadi Poshan-2.0.
Saksham Anganwadi Poshan-2.0 is an integrated nutrition support program to address the challenges of malnutrition in children, adolescent girls, pregnant women, and lactating mothers through a strategic shift in nutrition content and delivery, and by creating a convergent ecosystem.
In addition, Rs 1,184 crore of the Centre's share will also be allocated to the National Rural Livelihood Mission (NRLM).
The Deendayal Antyodaya Yojana – National Rural Livelihood Mission (DAY-NRLM) is a flagship poverty alleviation program being implemented by the Ministry of Rural Development to reduce poverty by enabling poor households to access gainful self-employment and skilled wage employment opportunities.
While participating in the discussion, RJD leader and former agriculture minister Kumar Sarvjeet said, "They (NDA) call it a double-engine government. One engine is crime and the other is corruption. The Comptroller and Auditor General (CAG) has already flagged the Bihar government for failing to submit utilization certificates (UCs) worth over Rs 70,877 crore."
"There is a scam of more than Rs 70,000 crore. But the reason why the government is seeking more funds for the current fiscal is beyond imagination," he added.
Besides, the House also passed a supplementary budget of Rs 724 crore for the Social Welfare Department for the 2025-26 fiscal year.
It also passed a demand of Rs 8,470 crore for the same department for 2026-27 by voice vote, amidst a walkout by the opposition members.
Both the supplementary budget and the demand for the next fiscal were presented by state Social Welfare Minister Madan Sahni.
