Telangana govt rejects SC categorisation panel's recommendation to remove quota for creamy layer

Hyderabad, Feb 4 (PTI): The Telangana government has accepted the recommendations of a judicial commission regarding the categorisation of Scheduled Castes (SC) but has rejected its proposal to introduce a creamy layer exclusion from reservations, Chief Minister A Revanth Reddy announced in the State Assembly on Tuesday.

The judicial commission, headed by retired High Court judge Justice Shameem Akther, had submitted its report to a sub-committee led by State Civil Supplies and Irrigation Minister N Uttam Kumar Reddy on Monday. The commission proposed four key recommendations, of which the government accepted three while rejecting the fourth concerning the exclusion of the creamy layer.

The panel recommended that MLAs, MPs, ZP chairpersons, mayors, and other public representatives, along with individuals in government Group I services and equivalent positions, be classified as part of the creamy layer and excluded from availing second-generation reservation benefits. However, the state government decided against implementing this recommendation.

“The government, after reviewing the recommendations of the single-member judicial commission led by Justice Shameem Akther, has approved recommendations 1, 2, and 3. However, it has rejected the fourth recommendation regarding the exclusion of the creamy layer from the scope of reservations,” said Chief Minister Revanth Reddy.

According to the commission’s recommendations, the 59 Scheduled Caste (SC) communities in Telangana should be categorised into three groups—Group I, Group II, and Group III—within the existing 15% reservation quota.

This decision marks a significant step in the state's approach to caste-based reservations, as it aims to ensure equitable distribution of benefits while maintaining the existing framework without a creamy layer restriction.
