Jammu, May 10 – The untimely death of Jammu and Kashmir Administrative Service (JKAS) officer Dr. Raj Kumar Thapa in Pakistani shelling has plunged the union territory into mourning. Dr. Thapa, 54, lost his life early Saturday when a Pakistani artillery shell struck his residential quarters in the border district of Rajouri. He was posted as the Additional District Development Commissioner (ADDC) of the district since March last year. He is survived by his wife, a doctor, and their two children.A qualified MBBS graduate, Thapa joined the JKAS in 2001 and served in various capacities, including as Officer on Special Duty (OSD) to former Deputy Chief Minister Tara Chand (2009–2014), Mission Director of the J-K Skill Development Mission, and Special Secretary in the Labour and Employment Department.

Thapa was widely admired for his unwavering commitment to duty and his people-centric approach. His notable contribution came during the Badhaal village tragedy, where 17 members of three families, including 13 children, died under mysterious circumstances between December 7 and January 19. Chief Minister Omar Abdullah personally visited the bereaved family in Roopnagar, consoling Thapa's father, Durga Dass, and paying rich tributes to the fallen officer.In an earlier emotional post, the Chief Minister revealed that Thapa had accompanied Deputy CM Surinder Choudhary just a day before the tragedy and participated in an online meeting chaired by Abdullah."His service and sacrifice will never be forgotten. The government stands firmly with his family in this hour of grief," Abdullah said in a heartfelt post on X.
“Devastating news from Rajouri... I’ve no words to express my shock and sadness at this terrible loss of life,” he wrote.
Political and Administrative Fraternity Pays Homage
Former Deputy CM Tara Chand described Thapa as a "people's officer," noting, “He was working like a social worker, always ready to help the needy.”Rajouri Deputy Commissioner Abhishek Sharma hailed him as “a true hero in service,” particularly highlighting his leadership during the Badhaal incident.
Other political leaders, including Sajad Gani Lone of the Peoples Conference and M.Y. Tarigami of CPI(M), extended their condolences, echoing similar sentiments about Thapa’s professionalism and humanity.
Jawaid Iqbal, Vice-Chancellor of Baba Ghulam Shah Badshah University, paid homage to Thapa’s integrity and service, stating, “His sacrifice will always be remembered with the highest regard and deepest respect.”
